夏菁(1925年10月16日 - )，出生于浙江嘉兴，本名盛志澄（Ted C. Sheng），为“蓝星”诗社发起人之一。[1]
1947年6月，来台，为土壤保护专家。曾任职台湾省农村复兴委员会多年。
美国科罗拉多州立大学森林和集水区研究所硕士。
1968年，应联合国聘请前往牙买加服务，为联合国粮农组织水土保持专家。
1984年，自联合国退休后，曾任美国科罗拉多州立大学教授。后旅居美国。为美国《诗天空》（Poetry Sky）双语季刊顾问。

创立“蓝星诗社”
1954年，邀集邓禹平、余光中、覃子豪等人创立“蓝星诗社”，同年由蓝星诗社出版第一本诗集《静静的林间》。[2]
1958年12月10日，发行诗刊《蓝星》诗页。曾主编《蓝星》诗页、《文学杂志》及《自由青年》之新诗。
1985年，出版第一本散文集《落矶山下》。
1999年，出版诗与摄影合集《回到林间去：山、林人的融合》，融合摄影与文学传达出对大自然的爱。
2004年，出版《可临视堡的风铃》第四本散文集，收集夏菁到可临视堡，在大学执教以及退休以来的作品。

檐滴 /Dripping from the Eaves
有一种语言/There is a kind of speech
胜过乡音，/Sweeter than the native accent,
使你闻之泪下。/When you hear it you will shed tears.
从这个世界/And return from this world
回到另一个。/Back to the one you came.
家是一个──/Home is the place──
当听到檐滴，/Wherever you hear
就会使你/Dripping from the eaves
酸鼻的地方。/Your nose becomes irritating.
