徐泽水,男,1968年3月生于安徽南陵,国际电气和电子工程师协会会士 (IEEE Fellow)[1] 、国际模糊系统协会会士 (IFSA Fellow) 、英国工程技术学会会士 (IET Fellow) 、英国计算机协会会士 (BCS Fellow) 、英国皇家艺术协会会士 (RSA Fellow) 、特聘教授 ,国家杰出青年科学基金、中国青年科技奖、汤森路透中国引文桂冠奖-高被引科学家奖(2014)获得者 ,全球高被引科学家 (2014-2018) ,中国高被引学者 (2014-2016, 2018年蝉联计算机科学领域榜首 ),国家百千万人才工程人选,国家有突出贡献中青年专家[2] ,享受国务院政府特殊津贴专家 [3],科学中国人(2015)年度人物 ,清华大学杰出博士后校友 ,总参优秀中青年专家,江苏省有突出贡献的中青年专家,四川省学术和技术带头人[4] ,闽江学者讲座教授 ;四川大学东南大学中国人民解放军陆军工程大学、南京信息工程大学博士生导师 。长期从事决策理论与技术、信息集成理论和聚类算法、模糊数学与优化算法等研究,开辟了不确定语言决策、直觉模糊层次分析法和网络分析法、直觉模糊信息集成与聚类、直觉模糊微积分、犹豫模糊信息集成聚类与决策、概率偏好决策等新方向,系统地创建了复杂信息决策理论与方法体系 。

人物经历

教育经历:1987.09~1989.06 在安徽省芜湖师范专科学校数学系就读;1995.09~1998.06 在曲阜师范大学运筹所攻读理学硕士学位;2001.03~2003.03 在东南大学经济管理学院攻读管理学

博士学位;2003.04~2005.05 在东南大学自动控制系控制科学与工程流动站做一站博士后;2005.10~2007.12 在清华大学经济管理学院管理科学与工程流动站做二站博士后。2008~2013 先后六次在香港中文大学系统工程与工程管理系担任高级访问学者。

1989.07~1995.08 在安徽省芜湖市南陵县三里镇职业高中担任数学教师;1998.07~2001.11 先后在中国人民解放军理工大学通信工程学院任助教、讲师;2001.12 破格晋升为中国人民解放军理工大学理学院副教授;2004.12 破格晋升为中国人民解放军理工大学理学院教授;2008年被聘为中国人民解放军理工大学首席教授,2007年以来分别被聘为北京化工大学经济管理学院、北京理工大学管理与经济学院、中国计量学院经济管理学院、东南大学经济管理学院、上海交通大学安泰经济与管理学院、南京信息工程大学计算机与软件学院 、南京航空航天大学经济与管理学院 、东北大学秦皇岛分校管理学院等兼职教授 、河南工程学院客座教授 ,贵州民族大学客座教授 、"闽江学者奖励计划"讲座教授 、曲阜师范大学首届理事会理事 ,2006年以来先后被聘为中国人民解放军理工大学(中国人民解放军陆军工程大学) 、东南大学经济管理学院、上海交通大学安泰经济与管理学院、四川大学商学院、南京信息工程大学计算机与软件学院 等博士生导师。2012年度教育部特聘教授,2017年6月被国际模糊系统协会 (International Fuzzy Systems Association, IFSA) 授予最高荣誉 "IFSA Fellow" ,2018年4月被授予"清华大学杰出博士后校友" 奖 ,2018年11月被国际电气和电子工程师协会 (The Institute of Electrical and Electronics Engineers, IEEE) 授予最高荣誉 "IEEE Fellow" , 2019年2月被英国工程技术学会(The Institution of Engineering and Technology, IET) 授予最高荣誉 "IET Fellow" , 2019年3月被英国计算机协会 (British Computer Society, BCS) 授予 "BCS Fellow" , 2019年5月被英国皇家艺术协会 (Royal Society of Arts, RSA) 授予 "RSA Fellow" 。

  徐泽水教授

长期从事决策理论与技术、信息集成理论和聚类算法、模糊数学与优化算法等研究,系统地创建了复杂信息决策理论与方法体系 ,主要包括:(1)提出了互补性标度和互反性标度,残缺互补判断矩阵、区间互补判断矩阵、直觉判断矩阵、犹豫判断矩阵,给出了互补判断矩阵和互反判断矩阵的转换关系,建立了互补判断矩阵排序理论与方法、直觉模糊层次分析法和犹豫模糊层次分析法;(2)把交互式思想引入到多属性决策领域,建立了基于不完全决策信息的交互式多属性决策理论与方法;(3)系统地研究了属性值为实数或区间数,属性权重信息确知、完全未知或部分已知的多属性决策问题,建立了不确定多属性决策理论与方法;(4)提出了对称性语言标度、积性语言标度、虚拟语言术语、概率语言术语集和不确定语言变量,给出了其基本运算法则和集成方式,系统地建立了基于语言术语或不确定语言变量的决策理论与方法;(5)把国际著名学者Ronald R. Yager教授 提出的有序加权集成理论从确定环境推广不确定和模糊环境,建立了不确定有序集成理论与方法;(6)提出了直觉模糊数(值),区间直觉模糊数(值),给出了其排序方法和基本运算法则,系统地建立了直觉模糊信息集成、聚类和决策等理论与方法;(7) 提出了直觉模糊函数的概念,给出了直觉模糊函数的导数、微分、定积分和不定积分,以及一系列基本定理和运算法则,建立了直觉模糊微积分理论;(8)提出了犹豫模糊集的数学表达式、犹豫模糊元素、区间犹豫模糊集、区间犹豫模糊元素、对偶犹豫模糊集、犹豫直觉模糊集、概率犹豫模糊集、双层语言术语集等概念,系统地建立了犹豫模糊信息集成、聚类和决策等理论与方法, 入选全球《2016研究前沿》,在数学、计算机科学与工程学Top 10 热点前沿中排名第一(犹豫模糊集理论及其在决策中的应用) ;(9)系统地探讨了大数据概念、特征和处理范式,大数据决策技术和大数据模糊处理技术及其应用;(10)把上述成果成功应用于军事领域复杂问题的建模与决策、以及我国战略能源通道风险评估与突发事件应急响应、大数据驱动的医疗管理等实际问题。

2017年11月在计算机科学领域进入ESI (基本科学指标) 全球前 1% 的3084名科学家 (Scientists) 中,排名第14位 ;在工程学领域进入ESI全球前 1% 的8250名科学家 (Scientists) 中排名第299位 。2014年在计算机科学和工程学两个学科领域同时荣获 "汤森路透中国引文桂冠奖(Thomson Reuters China Citation Laureates)--高被引科学家奖" ,全球高被引科学家(2014-2018) (计算机科学; 工程学),连续入选 "The World's Most Influential Scientific Minds" (2014-2018);中国高被引学者 (2014-2016, 2018年蝉联计算机科学领域榜首 )。
