曾任中國國民黨組織發展委員會主委、行政院新聞局長及桃園縣環保局長，亦於2012年代表中國國民黨參選立委，不過最終輸給尋求連任的前台南市長[[許添財]]。</p>

難絕，備受黨內外矚目。由於思路清楚，且能與嚴辭批評國民黨者交流意見，所以在國民黨內士氣低迷的情形下，頗得時人期待。爾後在[[桃園縣縣長]][[朱立倫]]邀請下，赴桃園縣政府出任環
保局長一職。</p>

<p style="text-indent: 30px; line-height:30px">[[馬英九]]當選[[中國國民黨主席]]以後，因雙方默契，遂於[[2008年中華民國總統大選]]期間，聘蘇任文傳會副主委兼馬蕭競選總部發言
人之一；勝選後，蘇與[[金溥聰]]、[[馮寄台]]等以『選前約定不入閣』為由，皆未立即進入[[中央]]服務，而是重返桃縣府復任環保局長。</p>
<p style="text-indent: 30px; line-height:30px">八個月後，由於[[府方]]有感非常時期需有非常之人來充分詮釋政策，且財經閣員民調無起色，所以在馬政府求才孔急之下，蘇應邀出任[[
行政院新聞局]]長 。</p>
