史前時期先後有[[利古利亞人]]、[[腓尼基人]]和[[迦太基人]]在此居住。
公元前6世紀，[[希臘]]的福基斯人於此建立神廟以紀念[[ 赫拉克勒斯| 海力克斯]](Hercules)(傳說曾經途經此地)，並命名為摩諾伊科(Monoikos)，[[希臘語]]Monokos，意為「單」或「一個」，源於神廟中只供奉一位神祇；一說海力克斯堅持只與他的追隨者一起生活。

中世紀時蠻族相互爭奪此地的控制權，直到[[神聖羅馬帝國]]皇帝[[亨利六世(神聖羅馬帝國)|亨利六世]](Heinrich VI)於1215年將此地授予[[熱那亞共和國]]，並於[[摩納哥岩]]上修建防禦海盜的堡壘。此時期的熱那亞分為[[歸爾甫派]](Guelphs 親[[教皇]]派)與[[吉伯林派]](Ghibellines 親神聖羅馬帝國的皇帝派)，支持教皇[[格里馬爾迪家族]](Grimaldi)最後被迫流亡，1297年[[弗朗索瓦‧格里馬爾迪]]喬裝成[[方濟會]](Franciscan)的修士占領摩納哥堡壘，此後700年間格里馬爾迪家族斷斷續續的統治摩納哥。

國旗由[[查爾斯三世]] (Prince Charles III) 親王擇定，紅色和白色象徵著格里馬爾迪家族徽章的顏色，也是該家族的故鄉-熱那亞共和國[[紋章]]顏色。
