1821年挪威商人兼政治家Fredrik Meltzer向議會提出國旗草案，該草案的國旗1821年至1844年間用於短距離挪威商船上，以及1898年國旗法通過後懸掛於在城市和海港，直至1905年與瑞典的聯盟結束後一直使用至今。紅色，白色和藍色代表自由，而此種配色方式亦可以代表丹麥(紅、白色)與瑞典(藍色)的折衷。
