劉明偉， 博士，男，黑龍江大慶人，1982年生，東北電力大學建築工程學院導師。

2005年畢業於蘭州交通大學給水排水工程專業，獲得學士學位；2008年畢業於重慶工商大學環境工程專業，獲得碩士學位；2012年畢業於哈爾濱工業大學市政工程專業，獲得博士學位。
